As Colonel Ned Rehkopf said, we must begin with definitions. Strategy has always lacked something in precision of meaning. Clausewitz defined tactics as the theory of the use of military forces in combat, strategy as the theory of the use of combats for the object of the War.
This is a history not of battles and campaigns but of the Army as an institution maintained by the nation to fight its battles and campaigns, or to deter a need to fight them.
