Reformasi Birokrasi Kontekstual

Selama lima tahun terakhir pemerintah telah melaksanakan kebijakan reformasi birokrasi nasional (RBN) secara massal melibatkan semua Kementerian, sebagian besar LPNK. Jika dibandingkan dengan besaran pengeluaran pemerintah untuk membayar tunjangan kinerja pelaksanaan reformasi birokrasi mengalami defisit. Kedua program RB nasional cenderung terperangkap pada formalisme berlebihan.
