The British Merchant steamer Foochow threaded its way through the narrow and shallow entrance of Port Arthur harbor on the morning of February 8, 1904. On its passenger list was Mizuno Kokichi, the Japanese consul in Cheefoo, a Chinese port on the Shantung Peninsula ninety miles away.
