Ever since 1945-since Hiroshima in other words-there has been a loss of confidence in the efficacy of a defence effort. Our 1940 defeat sowed the seeds of doubt; that doubt was substantiated by fifteen years of fruitless overseas struggles and increased by the nuclear weapon; the result the result has been a vague feeling that the burden of national defence has its roots in obsolete traditions
